3. If this reocurendation in favour of the ro-establiskrent of the University is approved,

there will, I think, be a good case for confining Hong Kong's financial responsibility to that proportion of the expenditure iwolved, both capital and recurrent, which own be said to be required to meet the neods in this respect of the poople of the Colony, The halɑnce would, in tho circumstances, have to come from United Kingdom funds, subject to the possibility of one or more of the Dominions making contributiami. This is certainly only a possibility at the moment and will probably depend very largely on whether it is deoided, as a matter of palloy, to invite the collaboration of the Dorindan Govezireanta. There would be no reason why an application should not be piade under the Colonial Development and Welfare Act for assistance in meeting Hong Kong'a share of the cost, both capital and recurrent.
